It is an electric car that isn't for sale, but it will serve as a rolling laboratory to test the flow batteries (or Flow Cell). It is a combination of a fuel cell and an electrochemical battery, based on the reaction of redox classic.
The Quant has two deposits containing metal salts ionized electrolytes. Both reservoirs are separated by a semipermeable membrane that allows exchange of protons from one tank to another and this exchange is when the power then moves the car occurs.
